Robert C. Van Cleave

Chairman and Chief Executive Officer

Robert Van Cleave joined Balfour Beatty Construction in 1996 as President and Chief Executive Officer of the company’s Southwest Division. In March 2003, he was promoted to his current position as Chairman and Chief Executive Officer of Balfour Beatty Construction. In addition, Mr. Van Cleave chairs the company’s Executive Leadership Team, which serves to guide and direct the strategies, future growth and direction of the entire company.

Mr. Van Cleave has more than 26 years experience in the construction industry. Prior to joining Balfour Beatty, he spent 15 years with another ENR Top 10 construction firm. During his tenure there, he held senior-level leadership positions in Estimating, Preconstruction and Operations.

Mr. Van Cleave graduated in 1981 from Texas A&M University with a B.S. in Building Construction. In addition to his leadership within Balfour Beatty, Mr. Van Cleave sits on the Executive Committee for the Construction Industry Advisory Council at Texas A&M University. He also serves on the boards of the Dallas Museum of Nature and Science, TACA (a Dallas Arts organization), and the Dallas Children’s Advocacy Center Foundation. Previously, Mr. Van Cleave has served on the boards of the Dallas Children’s Advocacy Center, Goodwill Industries, and as the chairperson for the Real Estate Division of the Greater Dallas United Way Campaign.


Robert B. Hambright

Chief Executive Officer – Southeast Division

Robert Hambright joined Balfour Beatty Construction in 2001, serving in his current role as Chief Executive Officer. In this capacity, his primary responsibilities include executive management and leadership of the Southeast Division office located in Charlotte as well as responsibility for local offices in Atlanta and Raleigh. In addition to his role at a division level, Mr. Hambright is a member of the company’s Executive Leadership Team, serving to guide and direct the strategies, future growth, and direction of the entire company.

Mr. Hambright began his career in 1970 and has held a variety of positions including Project Engineer, Project Manager, Construction Manager, Regional Manager, Vice President, and President. Prior to joining Balfour Beatty, Mr. Hambright served as President of one of the nation’s largest construction companies. In that role, he was responsible for commercial, institutional, and government building markets on a global level, as well as heavy, civil, and equipment groups.

Mr. Hambright earned a B.S. in Mechanical Engineering in 1970 from Clemson University and in 1974 earned his M.B.A. from Winthrop University. He currently serves on the Board of Directors for Charlotte Center City Partners and as Board Chair of Discovery Place. He has served on the Board of Directors for the University of North Carolina at Charlotte’s Athletic Foundation, the Board of Directors for the Winthrop University Foundation, and is a Guest Lecturer at the Winthrop University Business School. In addition, Mr. Hambright holds the distinction of being a Phi Kappa Phi honoree.


Bill Blank

President – Southeast Division
Balfour Beatty Construction

Bill Blank is responsible for all Commercial Construction activity in the region and oversees the additional regional offices located in Raleigh and Atlanta. Balfour Beatty is exclusively focused on delivering CM@Risk services for public and private sector clients across the region in the Commercial, Criminal Justice, Education, Government and Healthcare sectors.

Mr. Blank holds a Bachelor of Science degree in Civil Engineering from Ohio State University, and has more than 22 years of large-scale construction experience. He maintains a priority focus on the Mission Alignment Process (MAP) for Balfour Beatty clients, assuring that each client’s specific goals and expectations for project success are the constant focus of the company’s operational teams. Mr. Blank resides in Charlotte and is actively involved in the community through the Arts and Science Council, Young Life, Charlotte Leadership Forum and the SouthPark Dixie League Baseball program.


David Dooley

David Dooley was born in Charlotte and has worked in the construction industry since the age of 16, when he worked for the family business during the summers. He attended the University of North Carolina at Chapel Hill from 1982-1986, graduating with a Bachelor of Arts degree and playing on the golf team. During his college years he participated in summer internships with McDevitt & Street Company in Charlotte and was offered a full-time position supporting the sales and marketing group upon graduation. In 1989, Mr. Dooley left McDevitt & Street to join the family business. During his tenure at RT Dooley, he has concentrated on creating a Marketing Plan along with Business Development, Community Services, Corporate Strategy and Human Resources, and has developed a sound Preconstruction Services platform with Tim Garrison, President of the company.

Mr. Dooley has served as Vice President, Executive Vice President and Chairman before being named CEO in 2009. His community involvement includes serving in leadership and fundraising roles for the following organizations: Wachovia Championship, Johnson & Wales University, Thompson Child & Family Development, Kindermourn, Arts & Science Council, YMCA Metropolitan Board of Advisors, Charlotte Chamber of Commerce and Teach for America Charlotte Chapter.


R. T. Dooley, III

RT Dooley

R. T. Dooley, III (Bob) was born in Charlotte and began working in the family construction business as a teenager during the summers. Mr. Dooley attended North Carolina State University from 1979-1983, graduating with a Bachelor of Arts degree in Business Management and Economics. After graduation, Mr. Dooley worked for Wachovia Bank in Charlotte until 1986. He continued his education by attending Wake Forest University Babcock Graduate School of Management, graduating with a Masters degree in Business Administration in 1988. During his tenure at RT Dooley, his focus has been on Corporate Services and Finance and Operational Development as well as Project Management.

Mr. Dooley has served as Vice President, Executive Vice President and Chairman before being named COO in 2009. He is actively involved in the community, serving on the Boards of Charlotte Country Day School, Thompson Child & Family Focus, Charlotte Country Club and as Board Chair of Tree Tops Family Center. He is a member of the Christ Church Vestry.


Tim Garrison

Tim Garrison was born in Ft. Wayne, Ind., and has worked in the construction business since the age of 14, when he started by working for his father in a family-owned homebuilding business. In 1976 and 1977, he completed a vocational apprenticeship for carpentry and residential construction. He worked in the trades as a carpenter, superintendent and an independent subcontractor until 1983, when he enrolled in Purdue University’s Building Construction & Contracting Program. He earned his Bachelor of Science degree with honors in 1987 and moved to Charlotte, where he worked for McDevitt & Street Company, later McDevitt Street Bovis, and came to RT Dooley Construction in 1996.

Mr. Garrison’s concentration at RT Dooley was first in Broadcasting and Mission-Critical Project Management, but he quickly moved into a focus on Preconstruction, Risk Management, Technical Sales and Program Management.

Mr. Garrison was named President of RT Dooley in February of 2008. He is on the Board of Easter Seals/UCP of North Carolina, is Chairman of the YMCA at Ballantyne, and serves on the Pastoral Council Executive Committee and as Stewardship Chairman of St. Matthew Catholic Church.
